Warren Shire Council
An Orana council on the Macquarie River, an hour north-west of Dubbo — about 2,600 people spread across 10,754 km² in Warren, Nevertire and Collie, on an economy of irrigated cotton, wool, sheep, cattle and grain. Council runs the Warren and Macquarie Marshes Visitor Information Centre at the Window on the Wetlands Centre, and is rolling out the Shire's first kerbside recycling bins from October 2026. It runs the local services you use every week — the weekly red bin, town water and sewerage, roads, parks, the pool and the library — and sets your rates. Kerbside recycling starts Wednesday 7 October 2026
Council confirmed the start dates for Warren Shire's first kerbside recycling service: Council-owned 240-litre yellow-lid bins are delivered to eligible households and businesses in Warren, Collie and Nevertire from Friday 11 September 2026, with the first fortnightly collection on Wednesday 7 October 2026.
What this means for you: If your property already gets the weekly red general-waste bin in Warren, Collie or Nevertire, you should receive a yellow recycling bin from mid-September. Not sure whether your property is eligible? Council says to call (02) 6847 6600 and it will check. A $150-a-year Waste Recycling Charge funds the bin, the fortnightly collections and processing.

Council adopts its 2026/2027 Operational Plan and Estimates
Council adopted its 2026/2027 Operational Plan and Estimates at the June 2026 Ordinary Meeting. It funds $2.7 million of flood and storm damage reconstruction, $1.16 million for Wambianna Road under the Black Spot Program, almost $1.15 million for Buckiinguy Road under Roads to Recovery, $1 million for Bullagreen Road under the Regional Emergency Roads Repair Program, the October 2026 kerbside recycling rollout, and continued water, sewer, parks and community facility investment.
What this means for you: This is the document that sets what Council will spend and do in the year to 30 June 2027, including the rates and annual charges on your notice — general rates rise by the 3.6% IPART peg, the domestic waste charge is $415 and a new $150 recycling charge applies to eligible properties.

Council approves funding for kerbside recycling after community survey
Council approved the program and funding for a fortnightly kerbside recycling service, informed by its 2026 Recycling Services Survey. Of the 139 responses, more than 80% said they would be likely to use a kerbside service and around 60% reported travelling outside the Shire to recycle, most commonly to Dubbo. Council will partner with JR Richards & Sons.
What this means for you: This is the decision that created the service starting in October 2026, and the source of the $150 annual Waste Recycling Charge that appears on 2026/27 rates notices for eligible properties in Warren, Nevertire and Collie.

Council submits to the Murray-Darling Basin Plan Review
Council lodged a submission to the Murray-Darling Basin Plan Review seeking stronger protection of critical human water needs during drought and greater long-term water security for the Macquarie Valley, including investigating the strategic use of up to 20% of Burrendong Dam's flood mitigation capacity during major inflow events.
What this means for you: Water availability affects town supply, stock and the Shire's irrigated agriculture. This is Council's stated position in a national review — the submission and the review process are where the detail sits.
