Construction begins on Parramatta's Civic Link Block 3
Major construction started in June 2026 on the $21.2M Civic Link Block 3 — a green pedestrian and cycling boulevard along Horwood Place connecting Parramatta Square to the Parramatta River.
What this means for you: Expect works around Phillip Street and Horwood Place in the CBD into 2027, with outdoor dining affected during later stages; the finished boulevard adds a walking and cycling link through the city centre.

Council invests more than $570 million in 2026/27 budget
The council endorsed its draft 2026/27 Delivery Program, Operational Plan and budget — more than $570M in operating and capital spend, including a $171.4M capital works program and the full 4.8% IPART rate peg.
What this means for you: The budget sets what the council will spend on services and projects this year; the 4.8% rate peg applies to the council's total rates income, with individual bills also depending on land valuations.
