The council's stated direction

The City of Parramatta's direction is set out in its Community Strategic Plan 2025–2050 and delivered through a four-year Delivery Program 2025–2029 and an annual Operational Plan & Budget 2026/27, with a stated ambition to become 'Australia's next global city'.

The council delivers roads, waste, libraries, parks, pools, planning and major civic projects across the central city of Greater Western Sydney. Its Delivery Program is the elected council's statement of commitment for its term; the 2026/27 budget runs to more than $570 million including a $171.4 million capital works program.

The adopted 2026/27 budget includes a $171.4M capital works program — Civic Link (Block 3), Granville Square, Riverside Theatres redevelopment planning, Max Ruddock Reserve amenities, the Harris Park Precinct streetscape, park upgrades and improved cycleways.
