Rates & fees
Rates pay for most council services. In Victoria, the state sets a yearly cap on how much a council can raise its average rates. For 2026–27 the cap is 2.75%, and Nillumbik's budget raises the average general rate by exactly that much. The cap applies to the average across all properties, so your own bill can rise or fall by more. It moves with your property's value compared with everyone else's, your land type, the Waste Management Charge and the state levy printed on the same notice. Nillumbik has no municipal charge.

- Average general rate +2.75%From a base average of $2,755.60 to a capped average of $2,831.38 per rateable property (Budget §4.1.1(j)). - How your general rates are calculated
- Capital Improved Value × 0.00237530 (general rate)The 2026–27 rate in the dollar for residential property and ordinary vacant land. On our arithmetic, a home with a CIV of $1,000,000 pays about $2,375 in general rates, before the waste charge and the state levy. Other land types have their own rates in the dollar: commercial and industrial 0.00273160, farm land 0.00201861, vacant land in specified residential zones 0.00356295 (150% of the general rate), and cultural and recreational land 0.00095012. - New for 2026–27: two rating categories
- Sustainable Agriculture land and Trust for Nature landThey replace the council's earlier rebates. Sustainable Agriculture land (farm land of at least 30 hectares in a single enterprise that satisfies the council's land-management criteria) pays 0.00154395; land under a registered Trust for Nature conservation covenant pays 0.00201861.Rating categories →
- Waste Management Charge (2026–27)
- $708.86 for the standard bin serviceUp 4.26% from $679.87 in 2025–26. Other bin options have their own charge: for example, $567.09 with an 80-litre landfill bin and $779.75 with a 140-litre landfill bin; an additional 240-litre green waste bin is $210 a year. - When it's due
- 4 instalments: 30 September, 30 November, 28 February, 31 MayThe council says the due dates are the same each year; if one falls on a weekend or public holiday you have until the next business day. You can also pay weekly, fortnightly or monthly through Payble, by BPAY, Post Billpay, online by card, in person at 32 Civic Drive, Greensborough, or by mail (PO Box 476, Greensborough VIC 3088).Pay your rates →
- Interest on overdue rates
- Penalty interest rate — currently 10% a yearThe council says overdue amounts may be charged interest at the rate set by the Minister for Local Government, or at the rate under the Penalty Interest Rates Act 1983 where the Minister hasn't declared one. - Objecting to your valuation

- Pensioner concession
- State municipal rates concessionFor holders of a Pensioner Concession Card or a DVA Gold Card (TPI, War Widow, EDA or POW); Health Care Cards aren't accepted. The council's page links to the Department of Families, Fairness and Housing for the amount.Apply for a concession →
