The council's stated direction
The council's direction is set by the Community Vision – Nillumbik 2040, adopted in October 2021, and the Council Plan 2025–2029, endorsed at the Council meeting of 30 September 2025. Each year an Annual Action Plan lists what the council will deliver, and progress is reported to Council meetings every quarter.
The Council Plan has four themes, each with a vision and an objective. The council says the plan was developed with community input, including a Community Panel.
The Budget 2026–2027 plans $18.83 million of capital works in 2026–27, including $4.61 million of grant-funded works, and forecasts an operating surplus of $14.21 million. Key projects named in the budget are the Eltham Leisure Centre heat pump upgrade, road and carpark renewals and upgrades, the Kangaroo Ground landfill rehabilitation, building renewals, and the Safer Local Roads and Streets Program.

Bridge Street Sports Ground and Susan Street Oval, Eltham
Bridge Street due mid-2027; Susan Street by end of 2026The council has started a $1.22 million reconstruction of the Bridge Street Sports Ground (with $250,000 from the Victorian Government's Local Sports Infrastructure Fund) and drainage and irrigation works at Susan Street Oval. The trail around both grounds stays open during the works.

Hurstbridge Community Hub energy resilience
Nearing completion (Sep 2026)Rooftop solar, battery storage, a back-up generator, public EV charging and all-electric appliances, supported by a $265,000 grant from AusNet's Energy Resilience Community Fund. The council says the hub will then serve as one of Nillumbik's community energy resilience centres during power outages.

Eltham Leisure Centre heat pump upgrade
2026–27 budget: $2.49mThe largest single item in the 2026–27 capital works program. The budget says it is funded through a combination of grants, borrowings and reserves, with stage 1 drawing on reserve funds.

Kangaroo Ground landfill rehabilitation
Brought forward in the 2026–27 budget: $3.06mThe updated draft budget brought the rehabilitation works at the former Kangaroo Ground landfill forward. The council says they will be funded from existing reserves and $2 million in borrowings, with the costs recovered through the Waste Management Charge from 2027–28.

BMX Jumps and Recreation Park, Challenger Street Reserve, Diamond Creek
Concept plan endorsed Aug 2026; planning permit still to comeThe endorsed concept includes BMX jumps, a learn-to-ride pump track, toilets, shelters, BBQs and lighting. Before construction the project needs a Cultural Heritage Management Plan and a planning permit, and the application will be publicly advertised. Funding: more than $2.16 million from the Victorian Government's Growing Suburbs Fund and $650,000 from the council.
