Rates pay for most council services. In Victoria, the state sets a yearly cap on how much a council can raise its average rates. For 2026–27 the cap is 2.75%, and Moonee Valley's adopted budget raises the average general rate and the municipal charge by exactly that much. The cap applies to the average across all properties, so your own bill can rise or fall by more, depending on your property's new valuation. Your bins are paid for separately, through a waste service charge that isn't covered by the cap.

2026–27 rate rise: Average rate: +2.75% (the state cap)The capped average rate (general rates plus municipal charge) is $2,148.50, up from a base of $2,091.00 (budget s. 4.1.1(l)). General rates raise $123.4 million from 62,472 assessments. The cap was set by the Minister for Local Government under the Fair Go Rates System.
How your general rates are calculated: Capital Improved Value × 0.181203 cents per dollar (homes)Moonee Valley uses differential rates: 0.181203 cents per dollar of CIV for residential and for cultural and recreational land, and 0.222880 cents for non-residential land (budget s. 4.1.1(b)). Municipal charge: $176 per propertyA fixed charge on every rateable property, up from $171.30 (+2.75%). It is covered by the rate cap.
Waste service charge: $465 a year ($430 for eligible pensioners)Up from $415.30 ($385.30), an 11.97% rise. The budget says it reflects higher rates under the new kerbside collection contract (an average 15% increase in collection costs) and higher landfill and recycling disposal rates. Pensioner rebate: Up to $272.70 in 2026–27, plus $50 off the state levy and $20 from the councilFor Pensioner Concession Card or DVA Gold Card (TPI, War Widow, EDA or POW) holders, on your principal place of residence. In the adopted budget, total rates and charges rise 4.22%, to $162.14 million: general rates by 3.57% and service rates and charges (the waste charge) by 10.79% (s. 4.1.1(a)). Figures come from the Budget 2026/27, adopted on 29 June 2026, and the council's rates page. The 'Rates, fees and charges' section of the council's budget web page still describes 2025/26.
