The council's stated direction
Moonee Valley's direction is set by its MV2040 Community Vision and the Council Plan 2025–29, which also incorporates the council's health and wellbeing plan and its disability action plan. Each year the council adopts a budget that funds the plan's initiatives; the Budget 2026/27 and a 4-year capital works program were adopted on 29 June 2026.
The Council Plan has six directions, each also given a Woi-wurrung name: Fair (Qeente boordup), Thriving (Bandingith), Connected (Berbang), Green (Wunwarren), Beautiful (Nga-Ango Gunga) and Trusted (Dharrndun).
The Budget 2026/27 plans $228.4 million of expenses and $46.52 million of new capital works funding. Highlights include $6.58 million for the Early Years Building Blocks program, $5.56 million for local roads and traffic management, $3.83 million for building renewals and upgrades, $2.82 million for pedestrian and shared paths, $2.73 million for drainage, $1.60 million for tree planting, $1.35 million for the Walter Street Reserve Pavilion and $1.31 million for playground renewals.

Early Years Building Blocks program

Planned / committed
Separate glass bin for households
Rollout funded in 2026/27; no start date publishedThe adopted budget includes $2.90 million to roll out a fourth kerbside bin for glass, which the budget says is required under the state's Circular Economy (Waste Management and Recycling) Act 2021. Until it arrives, glass bottles and jars go in the yellow recycling bin.

Walk, wheel and cycle-up extension at the Transfer Station
