The council's stated direction
Monash's direction is set by its Community Vision and the Council Plan 2025–2029, which the council adopted in June 2025 together with its Health and Wellbeing Plan, Asset Plan and Revenue and Rating Plan. Each year the Plan is carried out through the annual budget.
The Council Plan has four strategic objectives, as named in the 2026–27 budget: a healthy, safe and connected community; a well-planned and future-ready city; a city that promotes environmental sustainability; and a council with good governance, strong leadership and community involvement in decision-making.
The 2026–27 budget commits $250 million to services and $86.5 million to capital works. The largest item is $32.5 million to begin building the new Glen Waverley Library. It also funds $12.7 million for footpaths, roads and drainage, new playspaces at Princes Highway Reserve (Oakleigh East) and Gladeswood Reserve (Mulgrave), and cycling links on the Scotchmans Creek and Waverley Rail trails.

Glen Waverley Civic Precinct: new library and community spaces
Construction Aug 2026 – Jul 2028A new Glen Waverley Library with event and meeting spaces, outdoor green space and more than 100 car parking spaces, off Kingsway. The council values the project at more than $110 million and appointed Kane Constructions in June 2026. The car park outside the existing library is closed until construction finishes, and temporary library sites are open nearby.

Monash Aquatic and Recreation Centre redevelopment
Concept design in 2026–27A major initiative in the 2026–27 budget is to complete the concept design for the proposed redevelopment, and to seek state and federal funding for it. The budget says the council anticipates borrowing for the project in 2029–30.
New playspaces at Princes Highway Reserve and Gladeswood Reserve
Funded in 2026–27$3 million in the 2026–27 budget for new playspaces at Princes Highway Reserve in Oakleigh East and Gladeswood Reserve in Mulgrave.

Separate waste charge and Public Waste Service Rate
From 2026–27 rates noticesWaste costs are now billed separately from general rates: a $356 residential kerbside waste charge and a Public Waste Service Rate on property value, with general rates reduced. The council says waste costs rose 32% over five years while rate caps allowed 12.5%.
