Rates & fees

Rates pay for most council services. In Victoria, the state sets a yearly cap on how much a council can raise its average rates. For 2026–27 the cap is 2.75%, and Moira's budget raises the average general rate plus municipal charge by 2.73%. The cap applies to the average across all properties, so your own bill can rise or fall by more, depending on how your property's value moved compared with others. Waste and environmental charges aren't capped.

Rates at a glance

2026–27 rate rise
Average general rate plus municipal charge +2.73% (cap 2.75%)The budget's capped average rate is $2,031.97 per property, up from a base average of $1,977.97 (budget section 7.1.1(k)). The budget explains that general rate revenue appears to rise 4.2% on the 2025–26 forecast because 2025–26 supplementary rates are included in the base.
How your rates are calculated

Kerbside bin charges (2026–27)
Landfill $178 (80 L), $267 (120 L) or $534 (240 L); recycling $129; glass $43; organics $219 where applicableThe landfill, recycling and organics charges apply to all properties with a dwelling on a collection route, whether or not the service is used. From 2026–27 glass is charged separately from recycling. The 240-litre landfill bin is only for eligible properties (6 or more residents, or two or more children in nappies). Interest on overdue rates
10% a yearCharged from the due date until paid. The council says the rate is set under the Penalty Interest Rates Act 1983.
Pensioner concession
Up to 50% of general rates, maximum $272.70 (2026–27)On your principal place of residence, for Pensioner Concession Card, War Widow or TPI card holders; plus a $50 concession off the ESVF fixed charge. Health Care Card holders aren't eligible.Pension concession →
Financial hardship

Emergency Services and Volunteers Fund — a state levyA fixed charge ($139 residential, $282 non-residential, per the council's FAQ) plus a variable levy on your property's value.
