The council's stated direction
Moira Shire's direction is set by the Moira2045 Community Vision, endorsed on 28 May 2025 after work by an 18-member Community Panel, and the Council Plan 2025–2029, adopted on 30 June 2025. The vision's central statement reads: 'By 2045 we will be: A thriving, connected regional community.' Both were adopted while the council is under administration, so decisions are made by the Panel of Administrators.
The Council Plan has five strategic pillars: Community (healthy, safe, well serviced and connected communities), Environment (enhanced natural environments), Liveability (well planned and maintained places and spaces), Prosperity (a strong and diversified regional economy) and Leading Organisation. The first four match the Community Vision's themes. The Plan also lists major infrastructure commitments, including the Yarrawonga Library, Events and Performance Precinct, the Yarrawonga Multisport Stadium and the Numurkah Flood Levee.
The 2026–27 budget, adopted on 24 June 2026, forecasts total operating revenue of $90.88 million, an adjusted underlying surplus of about $0.1 million and $33.56 million of capital works, with new borrowings of $5.5 million. Named projects include road resheeting and resealing, detailed designs for Karook Street in Cobram and the Cobram Scott Reserve Pavilion, sealing Botts Road in Yarrawonga, planning for Numurkah Flood Mitigation Stage 2, and bridge safety works on the Ulupna and Hopkins bridges. The council also lists a strategy to reach a financially sustainable underlying result by 2028–29.

Underway now
Yarrawonga Multisport Stadium
Under construction; the Council Plan estimated completion in December 2026A two-court indoor sports facility. In September 2026 structural steel was being installed, with wall and roof panelling to follow. The council says Moretto Building was awarded the $16 million construction tender. The Council Plan lists stage 1 (indoor courts and supporting facilities) at $16.2 million.

Financial Sustainability Strategy
In development; community survey closed 25 September 2026The council is developing a Financial Sustainability Strategy so it can keep delivering services. A survey asked residents to rate 21 council services to help set spending priorities.

Thompsons Beach Masterplan
Consultation closed 27 September 2026; the Council Plan estimated master planning completion in March 2027A masterplan to guide future investment at Thompsons Beach, built around six 'Key Moves'. The council says the masterplan is funded through the Australian Government's Regional Precincts and Partnerships Program for design only, and no funding currently exists for any works it identifies.

Numurkah Flood Levee, Stage 2
Planning in the 2026–27 budget; construction date to be determinedThe Council Plan lists stage 1 (the northern levee bank, $4.7 million) and stage 2 (the southern levee bank), with stage 2 construction estimated at $8 million to $12 million, pending final design and subject to securing external funding. The 2026–27 budget funds planning and development of stage 2.

Bourkes and Bartrops bridges renewal
Completed September 2026A $2.9 million program that replaced the last remaining wooden bridges in the shire: Bourkes Bridge on Murray Road, Nathalia (reopened April 2026) and Bartrops Bridge on Griffiths Lane, Kotupna/Nathalia (reopened September 2026, removing its former 6-tonne load limit). Jointly funded by the Australian Government and the council.
