Panel of Administrators

Moira Shire has no elected councillors. The council was dismissed by an Act of Parliament, the Local Government (Moira Shire Council) Act 2023, in March 2023, and a Panel of Administrators appointed by the state performs all the functions, powers and duties of the councillors until the first council meeting after the general election in October 2028. The Chair of the panel performs the functions of the Mayor. Since 4 April 2025 the panel has had two members.

Governance status
Under administration since March 2023The council says a Commission of Inquiry into Moira Shire Council was appointed on 28 October 2022 under section 200 of the Local Government Act 2020, and its report was tabled in Parliament on 7 March 2023. The Minister for Local Government accepted the Commission's recommendation to dismiss the council and appoint a panel of administrators. An interim administrator was appointed on 9 March 2023 and the Panel of Administrators on 8 June 2023. The Victorian Electoral Commission lists no sitting councillors.The Act (Act No. 3/2023) →

Administrators are appointed by the Minister for Local Government, not elected, so no election or party label applies to them. We report the council's governance arrangements as published facts and take no position on how they came about. Victorian council ballot papers and results don't show party affiliation, so we don't label councillors when there are any. The terms and conditions of the appointments are fixed by the Minister under section 7(e) of the Local Government (Moira Shire Council) Act 2023. The council's panel page has the current membership.
