The council's stated direction
Melton's direction is set by its Community Vision and the Melton City Council and Wellbeing Plan 2025–2029, which also serves as the council's public health and wellbeing plan. Each year it is carried out through an Annual Action Plan and the annual budget, and progress is reported in the Annual Report.
The Plan sets a vision of 'a welcoming and liveable City accessible to all' and three themes: a healthy and inclusive community; a thriving and well-designed City; and a progressive and trusted Council. Each theme has objectives, strategies and indicators.
The 2026–27 budget plans $258.7 million of capital works. Named items include $106.4m for the new aquatic and leisure centre in Fraser Rise, $10m to complete the Cobblebank Community Hub, a duplication of Taylors Road between City Vista Court and Westwood Drive, and new children's and community centres in Diggers Rest and Rockbank. The council says 64 community-identified priorities are funded.
Underway now
New aquatic and leisure centre, Fraser Rise
Construction began Nov 2025; expected to open 2028An indoor aquatic centre on Beattys Road with pools, water slides, a sensory aquatic space, fitness and allied health areas and an outdoor pool. The 2026–27 budget allocates $106.4m, and the Australian Government has contributed $15m. In September 2026 the timber roof beams over the main pool hall were being installed. The council is asking residents to vote on the proposed name 'Tides Fraser Rise' until 4 October 2026.

Cobblebank Community Hub
Under construction; opening early 2027 (project page)A building in the Cobblebank activity centre for community, allied health and support services, beside Cobblebank station. Funding includes $15m from the Australian Government and $4.6m from the Victorian Government, plus $10m in the 2026–27 budget to complete it. The project page gives 'early 2027' for opening; the council's June 2026 budget release said late 2026.

Four-bin kerbside system
FOGO bins Jan 2027; glass bins Feb 2027; glass collections Jul 2027To meet the state's standard four-bin system, the council will give every household on its kerbside service a green FOGO bin and a purple glass bin. The 2026–27 waste charge of $380 includes the cost of buying and delivering the new bins.
