Rates & fees
Rates pay for most council services. In Victoria, the state sets a yearly cap on how much a council can raise its average rates. For 2026–27 the cap is 2.75%, and Manningham's budget raises average general rates by that much. The cap applies to the average across all properties, so your own bill can rise or fall by more. Your notice also carries a waste service charge, which the cap doesn't cover; the council has kept its standard waste charge at the 2025–26 level, while the state landfill levy shown next to it rises.

- General rates: +2.75% (the state cap)The budget sets general rates revenue at $115.18 million, the maximum the cap allows, under the Fair Go Rates System. Manningham has no municipal charge and no differential rates.
- How your general rates are calculated
- Capital Improved Value × 0.00160961 (one uniform rate)The same rate in the dollar applies to residential, commercial and industrial land. For example, a home valued at $1,000,000 pays $1,609.61 in general rates, before waste charges. The budget projects the average total bill (rates, waste charge and landfill levy) at $2,503.29 in 2026–27, up $62.42 or 2.56%.
- Waste service charge (2026–27)
- $303.50 standard service + $72.00 state landfill levyThe standard residential service (80-litre garbage, 240-litre recycling and 240-litre FOGO bins) stays at $303.50, the same as 2025–26. The State Government landfill levy for an 80-litre garbage bin rises from $70 to $72; it has been shown separately since 2025–26. - Interest on overdue rates
- Interest may be charged on late payments — check your notice for the rateThe council's rates pages say interest can be waived only for a council error, on compassionate grounds or for severe financial hardship, and that interest is put on hold if a financial hardship application with a payment plan is approved. The 2026–27 budget says that from 2026–27 the interest rate is set by the Minister for Local Government, and budgets $0.77 million in interest, down from $1.18 million forecast for 2025–26. We haven't found the rate on the council's pages; the general penalty interest rate under the Penalty Interest Rates Act 1983 is 10% a year.Payment assistance →
- Concessions
- Pensioners: $272.70 off rates plus $50 off the ESVF; low-income Health Care Card: $150 rebateFor the property you live in. The pensioner rebate is for pensioner concession card holders and DVA Gold Card holders with war widow or TPI classification. - Emergency Services and Volunteers Fund — a state levyThe council collects it for the Victorian Government and passes it on. It replaced the Fire Services Property Levy on 1 July 2025. It isn't council revenue and isn't covered by the rate cap. The council notes that payments are split across all charges on the notice, so paying only the 'rates' amount leaves both in arrears.About the ESVF →
The budget puts total rates and charges at $138.27 million in 2026–27, up 3.08% on the 2025–26 forecast of $134.14 million; this includes waste charges, supplementary rates and interest.
