The council's stated direction
Junee's direction is set out in its Community Strategic Plan 'Making Tracks' 2040 — readopted on 23 June 2026 — with a four-year Delivery Program and an annual Operational Plan and budget. The 2026/27 plan holds service levels steady while funding a $5.085 million capital program weighted towards roads, a new residential subdivision and landfill works.
The council manages local roads, sewerage, waste, parks, libraries, the Junee Recreation & Aquatic Centre, the Athenium Theatre and planning across a 2,030 km² rural shire of about 6,500 people, built around Junee township and the villages of Old Junee, Illabo, Bethungra, Wantabadgery and Eurongilly. Drinking water is supplied by Goldenfields Water County Council, of which Junee is a constituent council. The Community Strategic Plan groups the community's goals under four themes — Liveable, Prosperous, Sustainable and Collaborative.
The adopted Operational Plan 2026/27 budgets total income of $23.13 million and a consolidated operating result of $1.17 million, with $8.89 million from rates and annual charges. General rates rise by the 3.8% IPART cap; domestic waste charges rise 8% and residential sewer charges 4%. Capital spending is $5.085 million, including $1.081 million on the rural road network, $484,000 on regional roads, $1.336 million on a 16-lot residential subdivision at 22 Boundary Street, $345,000 on public building renewals and $300,000 on landfill leachate rectification. Road and footpath maintenance is budgeted at $1.7 million, down on the previous year as flood-repair grants have been expended. Council notes it will run service reviews on sealed rural roads and customer service during the year.

2026/27 rural and regional roads program
1 July 2026 to 30 June 2027Council has budgeted $1.081 million for the rural road network in 2026/27 — including rehabilitation of Yathella Road, sealing part of Bethungra Waterworks Road, and heavy patching and resealing across the whole sealed network plus gravel and shoulder resheeting on the unsealed network — and a further $484,000 on regional roads, covering asphalting of Broadway and rehabilitation of Gundagai Road. Road and footpath maintenance is budgeted separately at $1.7 million. A service review of sealed rural roads is scheduled during the year.
22 Boundary Street residential subdivision
Budgeted in 2026/27Council has allocated $1.336 million in 2026/27 to subdivision works at 22 Boundary Street, Junee, which it says will produce 16 residential lots. It is the largest single line in the year's capital works program.
Junee Landfill leachate rectification
$300,000 in 2026/27, part of a $700,000 three-year programCouncil has budgeted $300,000 in 2026/27 to rectify leachate leaks at the Junee Landfill site on Kahmoo Lane, described in the Operational Plan as the first stage of a $700,000 program to be implemented over three years. The landfill also hosts the shire's Community Recycling Centre for household problem waste.

Special rate variation approved and retained in the rate base
Approved June 2023; increases applied in 2023–24 and 2024–25, permanentAfter community consultation in September–October 2022 on a proposed 15% / 10% increase, Council applied to IPART for a permanent special variation. IPART approved the application in full in June 2023, allowing general income to rise 17.5% in 2023–24 and 12.5% in 2024–25 (each figure including the rate peg) — a cumulative 32.19% — and up to $1.8 million of extra general income to be permanently retained in the rate base. Council sought the variation to address an operating deficit of around $1 million a year, maintain service levels and fund a capital works program that reduces the infrastructure backlog. The 2026/27 budget still carries a dedicated 'Special Rate Variation — Building Renewal' line of $100,000.
