The council's stated direction
Greater Dandenong's direction is set by its Community Vision 2040, developed by the Greater Dandenong People's Panel, and the Council Plan 2025–29 (which includes the Municipal Public Health and Wellbeing Plan). The council adopted the Plan on 23 June 2025 and a revised version on 15 June 2026. Each year the Plan is carried out through the budget and an Annual Action Plan.
The Council Plan has six strategic objectives: a socially connected, safe and healthy city; a city that respects and celebrates diversity, our history and the arts; a city of accessible, vibrant centres and places; a green city committed to a sustainable future; a city that supports business, entrepreneurship, quality education and employment outcomes; and a council that demonstrates leadership, responsible use of public resources and a commitment to investing in the community.
The 2026–27 budget, adopted on 15 June 2026, applies the 2.75% rate cap and funds $105.5 million of capital works. The largest item is $55.0 million for Oasis Aquatics and Wellbeing, which replaces Dandenong Oasis. It also includes $10.4 million for road renewal, $3.4 million for works at the Dandenong Market, $3.0 million for Dandenong New Art and $1.6 million for security and CCTV.
Underway now
Oasis Aquatics and Wellbeing
Under construction; due to open in 2027A new two-storey aquatic and wellbeing centre at Mills Reserve, Cleeland Street, Dandenong, replacing Dandenong Oasis. The council lists a 50-metre pool, learn-to-swim and warm water pools, a spa, a gym, health consulting rooms and a sports pavilion. Total budget $122.15 million: $102.15 million from the council and $20 million from the Australian Government.

Perry Road construction and widening, Keysborough
Stage 3 due October 2026Road widening, pavement reconstruction, drainage, streetlights and shared paths along Perry Road. Stages 1 and 2 are complete; stage 3, between Atlantic Drive and Pillars Road, is under way. Budget $4.5 million across all three stages, funded through a development contributions plan.

Dandenong New Art (DNA)

Planned / committed
Kerbside glass bin and food and garden bin changes deferred
Deferred by the council on 15 June 2026; state deadline 1 July 2027The council voted to defer the purple-lid glass bin and the move to an 'opt-out' food and garden service until the Victorian Government finalises its service standards, and to ask the state to review the glass bin requirement and expand the Container Deposit Scheme. The 2026–27 budget still lists $3.6 million for the glass bin program.
