The council's stated direction
Casey's direction is set by its Long-term Community Vision 2035 and the Council Plan 2025–29. Each year the Plan is carried out through an Annual Action Plan and the annual budget, and the council reports progress in a Quarterly Community Report.
The Council Plan has five strategic outcomes. 'Strong Communities': healthy, safe, inclusive and connected communities. 'Liveable City': an accessible, high-quality built environment for a growing Casey. 'Sustainable Environment': climate action, waste management and protecting natural resources. 'Thriving Local Economy': supporting business and local jobs. 'High Performing Organisation': efficient, responsive service delivery. In its April–June 2026 report, the council says it completed all 63 actions in its 2025–26 Annual Action Plan and had 34 of its 40 strategic indicators on track.
The 2026–27 budget totals $688 million, including a $136.5 million capital works program. Almost $80 million of that goes to new and upgraded community and recreation facilities, such as the Clyde North West Family and Community Centre ($5.7m), the Ballarto Road Family and Community Centre ($4m), design and early construction of the Casey Fields Rectangular Stadium ($6m), the Cranbourne Hub and Doveton Pool in the Park. The budget also funds planting 25,000 trees and 185,000 shrubs over two years under the Greening Casey plan.
Underway now
Four-bin rollout: glass and FOGO bins for every household
Glass bins delivered 7 Sep – 20 Nov 2026; FOGO bins 23 Nov – 4 Dec 2026Casey is completing the Victorian Government's four-bin system. Every household gets an 80-litre purple glass bin, collected every 4 weeks from November 2026, and every home without a food and garden organics bin gets one. The council froze the 2026–27 waste charge, drawing on its waste reserve.
Cranbourne Hub, including a new Cranbourne Library
Construction expected to begin early 2027; opening expected 2029A three-storey hub at 1–3 Lyall Street, Cranbourne, for the library, the council's Cranbourne customer service centre and other services. Detailed design is complete and the project is in procurement. In September 2026 the Victorian Government committed $1 million towards the library.

Doveton Pool in the Park

Greening Casey
