Rates & fees
Rates are one way residents fund the council — in Bogan's case a smaller share than in most, with general rates raising about $3.8 million of the 2026/2027 budget against $14.7 million in recurring government grants. Each year an independent regulator (IPART) sets a 'rate peg' — the maximum percentage the council can lift its total rates income. Here's the current figure, how Bogan's bills compare across NSW, and the things that actually change your bill.

- The rate peg before the population top-up — the part driven by rising costs.
- Population factor
- An extra slice of the rate peg for fast-growing councils.

- Permission for a council to raise rates by more than the peg.
- Land valuation
- Your land's value, set by the state, used to split the rates bill between properties.
- Pensioner rebate
- A discount on rates for eligible pensioners.
- Domestic waste charge
- A separate annual fee for your bins — NOT part of the rate peg.

Rates at a glance
- 3.4%Set by IPART — a core peg of 3.0% with population and other adjustment factors. Council's adopted 2026/2027 Operational Plan says it will use the full 3.4% allowable limit, distributed evenly across all rating categories and sub-categories, with minimum rates also increasing by an average of 3.4%. The peg caps the council's total rates income, not your individual bill.

- How Bogan sets rates
- Minimum rate plus ad valoremCouncil uses a minimum-plus-ad-valorem structure, which it says has been in operation for many years. For 2026/2027 the residential minimum is $333 in Nyngan, $203 in Hermidale, Girilambone and Coolabah, and $201 for other residential and rural-residential land; farmland is $320 and business Nyngan $372. Your general rate is your land value × the ad valorem rate ÷ 100, or the minimum, whichever is higher.
- Instalment due dates (2026-27)
- 31 Aug 2026, 30 Nov 2026, 28 Feb 2027, 31 May 2027Paying in full also has to be done by the first due date, 31 August 2026. Council offers BPAY (biller code 787614), direct debit, phone, post and in-person payment at the office.
- Overdue interest (2026-27)
- 9.5% per annumThe maximum is set annually by the Minister for Local Government under s566 of the Local Government Act; for 1 July 2026 – 30 June 2027 it is 9.5%. Council's adopted 2026/2027 Operational Plan resolves the same 9.5%. Note the council's 'How to pay your rates and water' webpage still shows the older 10.5% figure — the determination and the adopted plan both say 9.5%.
- What the peg caps
- Total rates income — not your billIt does not cap the domestic waste, water or sewer charges, which are separate annual charges. Council's 2026/2027 plan increases waste and recycling charges by 3.4%, water access and usage by 3.4% (about $23 on a standard 20mm service) and sewer by 3.4% (about $16 on a standard residential connection).
- Concessions
- Eligible pensioners can receive a rates rebateHolders of a Centrelink Pensioner Concession Card or Department of Veterans' Affairs card may be eligible; the council asks that you complete a Pension Rebate application in person. Rebates are not shown on instalment notices.
- Special rate variation (SRV)
- None publishedBogan does not appear among the councils IPART determined special variations for on 2 June 2026, and the council's adopted 2026/2027 plan relies on the ordinary rate peg.
The rate peg limits the council's total rates income, not each household's bill. How your individual rates change depends mostly on how your land value moved relative to other properties at the latest Valuer General revaluation — Bogan's 2026/2027 figures are based on valuations on hand as at April 2026, applying for rating from 1 July 2026. Land is categorised as Farmland, Residential, Business or Mining; if you disagree with your category you have 30 days from notice to ask the council's Rates Officer to review it.
