The council's stated direction
Bogan Shire's direction is set out in its Community Strategic Plan — 'Bogan Shire 2035', under the banner 'Comfortable Country Living' — supported by a Delivery Program and an annual Operational Plan and Budget, the 2026/2027 edition of which council adopted on 26 June 2026.
The council groups what it does into five themes: Social, Infrastructure, Environmental, Economic and Civic Leadership. Its stated mission is "to provide a comfortable country lifestyle by progressively improving the level of appropriate facilities and services and encouraging growth and economic development that is responsive to the needs of the community". Beyond the usual local-government functions it runs a medical centre, an Early Learning Centre, a library, a youth centre, a swimming pool and the Nyngan Visitor Information Centre, and manages 1,821 km of roads and the town's water and sewer systems.
The 2026/2027 budget is funded largely by grants: recurring annual government grants of $14.7 million alongside $3.8 million in general rates and $5.9 million in fees and charges, with a further $16,335,351 in grant and loan funding for the capital works program. Council has budgeted $6.8 million on road works (including $1.7 million of capital improvements — $1,142,000 on gravel re-sheeting of rural roads and $590,000 on bitumen resealing) and $2.23 million on plant renewal.

Tottenham Road upgrade — $7.834 million Road Safety Program grant
Grant awarded 2025; works programmed through 2026/2027Council reports it will be working on the Tottenham Road to spend $7.834 million in grant funding awarded in 2025 under the Transport for NSW Road Safety Program. It also expects to still have $3 million available under the Regional Emergency Road Repair Fund for local and regional roads. Roads are the largest single call on the shire's budget: $6.8 million in 2026/2027, of which $1.7 million is capital improvement.

Additional landfill cell at the Nyngan waste depot
Required under the council's EPA licence; costed into the 2026/2027 waste chargesCouncil states in its adopted 2026/2027 Revenue Policy that it "must, due to the requirements of the Environmental Protection Agency, construct an additional cell at the new Nyngan waste depot to accommodate the needs of the community". The Nyngan Waste & Resource Facility operates under NSW EPA licence 20471, with quarterly monitoring of eight groundwater bores and a published Pollution Incident Response Management Plan. The 2026/2027 waste management charges are estimated to yield $492,475 for domestic waste and $569,348 for other waste, recycling and additional collections.

Council meetings live streamed on YouTube
Live streaming from February 2026; ongoingCouncil records that, as of February 2026, ordinary council meetings are live streamed on the Bogan Shire Council YouTube page. Ordinary meetings are held on the fourth Thursday of each month and are open to the public; business papers and minutes are published on the council's website and are also available at the Council Chambers and the Library, with recordings of each meeting linked alongside them.
