The council's stated direction
Woollahra's direction is set out in its Community Strategic Plan 'Woollahra 2032' and a Delivery Program with an annual Operational Plan and budget, focused on protecting the area's heritage character and harbourside environment while managing development pressure.
The council manages local roads, waste, parks, libraries, planning and its harbour foreshore across a compact, high-value eastern-suburbs LGA. Its Delivery Program is the elected council's statement of commitment for its term, resourced through the Long Term Financial Plan.
The Community Strategic Plan 'Woollahra 2032' sets the ten-year vision, with the Delivery Program and annual Operational Plan and budget setting the four-year commitments and yearly works program. A new Operational Plan and budget takes effect from 1 July 2026.

10-year vision to 2032The council's top-level Community Strategic Plan sets long-term goals across environment, social wellbeing, economy and civic leadership, including a commitment to lead on climate action and to protect Woollahra's heritage and quality of life.
Response to NSW low- and mid-rise housing reforms
From 2025The NSW Government's low- and mid-rise housing reforms allow more medium-density housing near town centres and stations. Woollahra Council has engaged with the state process, including seeking a temporary suspension of the changes in parts of Rose Bay and Double Bay while local planning controls are considered.
