The council's stated direction
Whittlesea's direction is set by the long-term vision 'Whittlesea 2040: A place for all' and the Community Plan 2025–2029, the council's four-year plan. Each year it is carried out through a Community Action Plan and the annual budget; the 2026–27 Action Plan lists 53 priorities.
The council groups its strategic objectives under five goals: a connected community, liveable neighbourhoods, a strong local economy, a sustainable environment, and a high-performing organisation. The Community Plan sets 55 strategic priorities and folds in the council's Municipal Health and Wellbeing Plan and Disability Action Plan.
The 2026–27 budget plans $116.6 million of capital works and a $353 million operating budget. Named projects include the regional sports precinct in Mernda, the West Wollert Community Centre, the Derby Meadows Preschool and Children's Centre in Epping, The Boulevard streetscape in Thomastown, and the Findon Road and The Great Eastern Way intersection in South Morang.

Endorsed 15 Sep 2026; first action plan in 2026A 10-year plan with four directions: business growth and innovation, investment and infrastructure for industry growth, skills and knowledge, and a vibrant and inclusive economy. It will be delivered through rolling two-year action plans and reviewed in 2031.

Food and garden waste bin for every household
Bins delivered June 2026; collections from 6 Jul 2026Households that didn't already have a food and garden waste bin received one, with a kitchen caddy and liners. The service is now part of the standard waste charge instead of an opt-in fee. The council says it will look at changes to rubbish collections in 2027.

Peter Hopper Lake upgrade, Mill Park
Completed Sep 2026A $4.9 million project at Redleap Recreation Reserve to improve water quality and stormwater management, with a new circuit path, seating, lighting and a viewing platform. The Australian Government contributed $2 million through its Urban Rivers and Catchments Program.
