The council's stated direction
Whitehorse's direction is set by the Whitehorse 2040 Community Vision and the Integrated Council Plan 2025–2029, which for the first time includes the council's Municipal Public Health and Wellbeing Plan. Each year the Plan is carried out through an annual action plan and the budget.
The Council Plan has five strategic directions: Community (a connected, inclusive, safe and active community); Built (safe, accessible public spaces and infrastructure that adapt to growth); Economy (support for local businesses, jobs and investment); Natural (natural areas, sustainability, climate resilience and waste); and Governance (transparent, accountable and financially sustainable services).
The 2026–27 budget, adopted on 22 June 2026, provides $195 million for services and $89.3 million for capital works. The largest capital items are $14.2 million to continue the Box Hill City Oval redevelopment, $13.7 million in pavilion upgrades and $12.0 million for land acquisitions. The 2026–27 action plan lists 39 actions, including a Community Safety Plan, walking and cycling path upgrades and a business precinct program.

Box Hill City Oval redevelopment
Construction continuing in 2026–27$14.2 million in the 2026–27 budget to continue building the Box Hill City Oval major redevelopment. The budget lists its completion as a 2026–27 initiative, aiming at contemporary, inclusive facilities for participants of all genders and abilities.
Planned / committed
FOGO bins for every eligible household
July 2027The council will roll out a food and garden organics (FOGO) bin to all eligible households on its waste service that don't already have one, collected fortnightly. Garbage stays weekly and recycling fortnightly. A separate glass bin has been deferred.

Aqualink Nunawading redevelopment (scoping)
Not yet committedThe council is considering a major redevelopment of the more-than-60-year-old centre. It says that without one the facility is at risk of failure and closure by 2032. A business case has been completed; the council has not committed to the project and says it will consult the community.

Mont Albert Road safety works
Over the next 2 financial yearsFederal Black Spot Program funding for Mont Albert Road between Elgar Road and Bourke Road. The speed limit will drop from 60 to 50 km/h and school speed signs will be replaced with electronic variable signs.
