Whitehorse has 11 councillors, one for each ward: Cootamundra, Eley, Elgar, Kingsley, Lake, Mahoneys, Simpson, Sparks, Terrara, Walker and Wattle. They were elected in October 2024 for the 2024–2028 term. Voters don't elect the Mayor directly: the councillors choose one of themselves for a twelve-month term. The next vote is at the council meeting on Wednesday 11 November 2026.

If a seat falls vacant, Whitehorse's single-councillor wards fill it by a by-election, not a countback, as long as more than 6 months of the term remain.
