The council's stated direction
Waverley Council's direction is set out in its Community Strategic Plan 2025–2035 (adopted June 2025) and a Delivery Program 2025–2029 with an annual Operational Plan and budget, shaped by managing one of Australia's densest coastal LGAs and its major visitor destinations.
The council manages local roads, waste, libraries, parks, beaches and planning across a compact, largely built-out Eastern Suburbs LGA that includes Bondi Beach and the Bondi Junction town centre. Its Delivery Program is the elected council's statement of commitment for its term.
The Delivery Program funds the council's annual capital works program through the Operational Plan and budget, including town-centre, parks and coastal projects across the LGA.

Bondi Junction Vision & Master Plan
Draft on public exhibition mid-2026; endorsement expected July 2026A draft master plan to reshape the Bondi Junction town centre over coming decades — proposing around 3,000 new homes (with an affordable-housing component), about 9,000 sqm of extra public space and new community infrastructure, plus a revitalised mall and plazas. On public exhibition in 2026 ahead of a Council endorsement vote.

Net-zero emissions targets
Council operations net zero by 2030; LGA-wide by 2035Waverley has set targets to reach net-zero greenhouse gas emissions for its own operations by 2030 and across the wider LGA by 2035, delivered through its environmental action and sustainability programs.
