Rates & fees
Rates are the main way residents fund the council. Each year an independent regulator (IPART) sets a 'rate peg' — the maximum percentage the council can lift its total rates income. Here's the current figure, how it compares across NSW, and the things that actually change your bill in Warrumbungle Shire.

Rates at a glance
- 3.9%Set by IPART — a core peg of 3.8% plus a 0.1% population factor. Council has resolved to apply the full rate peg for 2026/27, and its revenue policy states the base and ad valorem amounts have generally been increased by 3.9%.

- What the peg caps
- Total rates income — not your billIt doesn't cap the domestic waste charge, which is separate: a $140 waste management charge on every rateable property plus a $459 domestic waste collection charge in 2026/27 (up from $135 and $442).
- Instalment due dates
- 31 August, 30 November, 28 February and 31 MayRates are payable in four instalments each year. Water accounts are issued about three times a year, usually due at the end of March, July and November.
- Overdue interest (2026–27)
- 9.5% per annumCouncil states it adopts the maximum interest rate permitted by the Minister for Local Government. The 9.5% figure is the statutory maximum determined by the Office of Local Government for 1 July 2026 to 30 June 2027 (Reserve Bank cash rate plus 6%, rounded to the nearest half per cent).
- Concessions
- Eligible pensioners: 50% of rates and domestic waste charges, capped at $250Plus up to $87.50 off water access and $87.50 off sewer access charges. Eligibility requires a Pensioner Concession Card or qualifying DVA card/documentation. Council also offers payment arrangement plans if you are having difficulty paying.
The rate peg limits the council's total rates income, not each household's bill. How your individual rates change depends mostly on how your land value moved relative to other properties at the latest revaluation — and properties in Warrumbungle Shire were revalued by the Valuer General for rating from 1 July 2026. The council's 2026/27 Revenue Policy applies the full IPART peg and does not list a special rate variation.
