Rates & fees
Rates are the main way residents fund the council. Each year an independent regulator (IPART) sets a 'rate peg' — the maximum percentage the council can lift its total rates income. Temora Shire Council is also consulting its community in 2026 on whether to apply to IPART for a special rate variation (SRV) above the peg from 2027–28. Here are the current figures, the options being consulted on, and the things that actually change your bill.

- Rate peg
- The cap on how much a council's TOTAL rates income can rise this year.
- Core peg
- The rate peg before the population top-up — the part driven by rising costs.
- Population factor
- An extra slice of the rate peg for fast-growing councils.
- Special Rate Variation (SRV)
- Permission for a council to raise rates by more than the peg.
- Land valuation
- Your land's value, set by the state, used to split the rates bill between properties.
- Pensioner rebate
- A discount on rates for eligible pensioners.
- Domestic waste charge
- A separate annual fee for your bins — NOT part of the rate peg.

- Sets the rate peg and reviews council pricing.
Rates at a glance
- 3.4%Set by IPART — a core peg of 3.0% plus and minus small adjustment factors, netting to 3.4%. It caps the council's total rates income, not your individual bill.
- 5.0%IPART's rate peg for Temora for 2025–26 — a base peg of 3.6% plus adjustments, plus a 0.1% population factor.
- ~$719 / year (2024–25, OLG); $812 (2026/27, council's own figure)The OLG figure is about 40% below the NSW average of ~$1,203. The council's SRV consultation material quotes an average 2026/27 residential rate of $812, an average business rate of $1,979 and an average farmland rate of $2,640.
- Instalment dates
- 31 August, 30 November, 28 February and 31 MayRates instalments are due quarterly. Direct debit (fortnightly, monthly, quarterly or yearly), BPAY, BPAY View, phone and in-person payment are all offered.
- Overdue interest (2026–27)
- 9.5% per annumA NSW-wide maximum set annually by the Minister for Local Government under the Local Government Act (cash rate plus 6%, rounded to the nearest half per cent) and applied by every council to overdue rates instalments. It was 10.5% in 2025–26. Temora does not publish an interest figure on its rates page, so the statewide circular is the authority.
- Concessions
- Pensioner concession rebate — up to $337.50 a yearCouncil states eligible Pensioner Concession Card holders who are solely or jointly liable for rates on their principal place of residence receive half of the general rates up to $250 and half of the sewerage charge up to $87.50. - Special rate variation (SRV)
- None in force — consultation open until 9am Friday 28 August 2026Council resolved on 16 July 2026 to consult on a Draft Long Term Financial Plan 2026/27–2036/37 and three SRV scenarios, all permanent and phased over three years from 2027–28: Base Case (rate peg only, ~10.87% cumulative over three years), Scenario A — stabilise finances with some service reductions, 79.40% cumulative (council's preferred option; 30% / 20% / 15% compounding); Scenario B — stabilise finances and maintain services, 101.25%; Scenario C — protect services and assets, 124.25%. The stated cumulative figures already include forecast rate pegs. Council says no decision has been made and it expects to consider whether to apply to IPART in November 2026; if an application were made and approved, it would take effect from 1 July 2027.Read the SRV consultation →
- Other annual charges (2025–26 schedule)
- Domestic waste $320.60 per bin; rural waste $373.10; vacant land $30.00Council's adopted Schedule of Fees & Charges also sets the residential rate base at $284.60 with an ad valorem rate of 0.00457 cents in the dollar for Temora, and a farmland minimum of $243.60 at 0.001143 cents in the dollar.
The rate peg limits the council's total rates income, not each household's bill. How your individual rates change depends mostly on how your land value moved relative to other properties at the latest revaluation, and on your rating category. The SRV scenarios above are options being consulted on — none has been applied for or approved. Council has published an online rates calculator (enter your assessment number) and an independent Capacity to Pay Report prepared by Morrison Low Advisory alongside the consultation.
