The council's stated direction
Shoalhaven's plans are set out in its Community Strategic Plan (Shoalhaven 2035), a 4-year Delivery Program and an annual Operational Plan & Budget, with the draft 2026–27 budget put to the community for feedback in 2026.
The council delivers services across roads and infrastructure, water and sewer, waste and recycling, beaches and natural areas, libraries and community facilities, and planning. Its Delivery Program is the elected council's statement of commitment for its term.
The draft 2026–27 budget is about $520.4M, including roughly $132.7M of capital works focused on roads, recycling and water; the council reports a financial turnaround with General Fund debt roughly halved.
