The council's stated direction
The council's direction is set by its Council Plan 2025–2029, adopted on 23 June 2025, which also serves as the Municipal Public Health and Wellbeing Plan. It works towards the Moyne 2040 Community Vision — written by a 37-member community panel and adopted in August 2021 — and is delivered through yearly action plans and the annual Budget.
The Council Plan 2025–2029 ('Strengthening our foundations and setting us up for growth') has two priorities and eight strategic objectives: strengthening our foundations (objectives 1–4) and setting us up for growth (objectives 5–8).
The 2026–27 Budget, adopted on 30 June 2026 after 13 community submissions, applies the 2.75% state rate cap and funds a $28.8 million capital works program: $16.3 million for roads and bridges (including $3.1 million to start the Gipps Street Bridge replacement), $0.9 million for new female-friendly change facilities at DC Farran Oval in Mortlake, $0.8 million for a new amenities block at the Gardens Caravan Park in Port Fairy and $0.4 million for a pump track as Stage 1 of the Koroit Youth Space. The council says $23.0 million goes to renewing its $744 million asset base.

Gipps Street Bridge replacement, Port Fairy
Contracts awarded; construction targeted to start early 2027Replacement of the Gipps Street Bridge with a two-way bridge with a wider footpath, cycling lanes on both sides and room for water infrastructure, funded by $5 million from the Australian Government and $2.76 million from the council. Final concept designs were released in September 2026. The council expects the bridge to be closed for up to eight months during construction and is drafting a Bridge Closure Management Plan, which it says will go out for community feedback.

Koroit Township Renewal — Stage 3
Stage 3 works underwayStreetscape and infrastructure improvements in Commercial Road and High Street, Koroit, following Stages 1 and 2 (new footpath, street furniture, drainage and landscaping on the northern side of Commercial Road).
Safer streets: 40 km/h in high-use areas of Koroit and Port Fairy
Project page updated April 2026Funding from the Transport Accident Commission and the State Government for safer 40 km/h speed limits in high-use streets. The council says several streets in Koroit and Port Fairy were approved for treatment, and community feedback was taken through drop-in sessions and an online survey.
Moyne Planning Scheme Review 2026
Endorsed September 2026; amendment to be exhibitedAn independent review of the planning scheme, required every four years. The council will ask the Minister for Planning for authorisation to prepare and exhibit a planning scheme amendment implementing its recommendations, with public submissions invited.

DC Farran Oval women and girls change facility, Mortlake
Funded in the 2026–27 BudgetNew female-friendly change facilities at the Mortlake Recreation Reserve. The council gives the 2026–27 funding as $250,000 from the council, $500,000 from the Victorian Government and $200,000 from the Mortlake Recreation Reserve Committee.
