The council's stated direction
Mitchell's direction is set by its Mitchell 2050 Community Vision and the Council Plan 2025–2029, which combines the council plan and the municipal public health and wellbeing plan in one document. The budget says the plan's strategic objectives were endorsed in October 2025 after community consultation. The council plans for rapid growth: its budget expects the population to pass 222,000 by 2046.
The Council Plan has five strategic objectives: grow the local economy; enhance the quality of life in communities; develop spaces that enrich everyday life (sustainable growth, infrastructure and natural assets); ensure good governance; and foster a strong sense of community spirit and pride. The council delivers more than 70 services, grouped into 35 service categories, each linked to one objective.
The 2026–27 budget, adopted on 18 May 2026, raises average rates by the 2.75% cap, funds $61.8 million of capital works and plans $10.26 million of new borrowing. Projects the council highlights include moving the Seymour Community Wellbeing Hub from design into construction, finishing the Muyan Community and Children's Centre in Wallan East (expected mid-2027), an extra $500,000 a year for road renewal, and implementing its Economic Development Strategy, including the Hilldene Employment Precinct.

Extra road renewal funding

Build Beveridge Station campaign
Launched July 2026The council is campaigning for a train station at Beveridge, saying residents have no station and rely on cars to reach work, education and services. This is the council's advocacy position; the decision rests with the state.

Recently delivered
New Public Waste Charge
From 1 July 2026A $132 charge on all rateable properties now pays for waste services that benefit the whole community, such as resource recovery centres, public bins and cleaning up illegal dumping. The kerbside collection charge fell by a similar amount, to $478 for the standard 4-bin service.
