Liverpool Plains Shire is an undivided (at-large) council: its seven councillors are elected across the whole local government area by proportional representation, rather than by ward, so every councillor represents Quirindi, Werris Creek, Willow Tree and the villages alike. The councillors then elect the Mayor and Deputy Mayor from among themselves for a two-year term (Liverpool Plains does not have a popularly elected mayor — the NSW Electoral Commission ran no mayoral contest here in 2024). Cr Kenneth (Ken) CudmoreA long-serving councillor and previous Deputy Mayor, elected Mayor by the councillors in 2024. The mayoral term is two years, so the councillors elect the Mayor again partway through the four-year council term.

Party labels are those each councillor was elected under at the September 2024 election (NSW Electoral Commission) — 4 of the 7 elected councillors were declared with an Independent (IND) group code; the NSWEC results for Kenneth Cudmore, Terry Cohen and Donna Lawson show no group code, so their affiliation is left blank here rather than guessed. Casual vacancies can change the makeup, so the council's official page has the most current list.
