BOCSAR reports recorded incidents against resident population, without adjusting for the fact that a regional town draws in workers, shoppers and visitors from a wider area — a rate per 100,000 residents does not net that out, so figures for a regional centre are not directly comparable with a purely residential area. BOCSAR calculates rates only for these 'major offences', so high-volume justice offences (e.g. breach of bail or AVO) aren't rate-compared here.
