Rates & fees

Rates are the main way residents fund the council. Each year an independent regulator (IPART) sets a 'rate peg' — the maximum percentage the council can lift its total rates income. Here's the current figure for Kyogle, when instalments fall due, and the things that actually change your bill. Kyogle's rating base is unusual: of the LGA's 358,620 hectares, only 239,520 hectares are rateable, with 93,350 hectares (26% of the total area) held by State Forests and National Parks.

Instalment due dates

A base charge plus an ad valorem rate on land valueBase charge $347 for Farmland, Residential, Rural Residential and Business categories, and $371 for the Residential-Kyogle and Business-Kyogle categories, across 5,338 rateable properties with a total anticipated ordinary-rates yield of about $9.66 million.
Stormwater and flood special rate
Minimum charge $121.42 plus an ad valorem rateApplies to developed property in the villages of Kyogle, Woodenbong, Wiangaree, Old Grevillia, Old Bonalbo, Bonalbo, Tabulam and Mallanganee — about 1,918 properties in 2026–27. It is subject to the IPART rate peg.
Concessions
Eligible pensioners can apply for the statutory rebateUnder section 575 of the Local Government Act 1993, eligible pensioners can receive up to $250 a year off ordinary rates and domestic waste charges, plus up to $87.50 each off annual water and sewerage rates where the council provides those services. Council publishes a Pensioner Concession Application form.

The rate peg limits the council's total rates income, not each household's bill. How your individual rates change depends mostly on how your land value moved relative to other properties at the latest revaluation, and on which rating category your property falls into.
