Kyogle Council is divided into three wards — A, B and C — each electing three councillors by proportional representation, for nine councillors in total. The councillors elect the Mayor and Deputy Mayor from among themselves for two-year terms; Kyogle does not have a popularly elected mayor. At the September 2024 election, voters were also asked in a constitutional referendum whether they wanted a popularly elected mayor on a four-year term with the wards reduced from three to two; that question was not carried.
