The council's stated direction
Kingston's direction is set by its Community Vision and the Council & Wellbeing Plan 2025–29, which the council adopted on 23 June 2025. Each year it is carried out through an Annual Action Plan and the annual budget; both for 2026–27 were adopted on 26 May 2026.
The Council & Wellbeing Plan has four key directions. 'Healthy & Connected': an inclusive, accessible community where people feel supported and safe. 'Vibrant & Prosperous': lively community spaces and local businesses. 'Liveable & Sustainable': a well-planned, maintained city that protects the environment and neighbourhood character. 'Responsibly Governed': a transparent, accountable and cost-effective organisation. The council reports progress in quarterly performance reports and its annual report.
The 2026–27 budget plans $74.7 million of capital works. Named projects include opening the new Mordi Aquatic Centre, major works at Namatjira Park in Clayton South and Walter Galt Reserve in Parkdale, progress on the Le Page Park masterplan in Cheltenham, a new soccer pitch at Kingston Heath Reserve, an upgrade of the Bonbeach Basketball Stadium, and flood mitigation work, particularly in Aspendale.
Underway now
Mordi Aquatic Centre
Construction 2024–26; budget expects opening in January 2027A new aquatic and leisure centre at 76 Governor Road, Mordialloc, next to Jack Grut Reserve. The council gives the project value as $87.5 million, with $20 million from the Australian Government. The 2026–27 budget funds it partly through borrowings of about $56.0 million.
Namatjira Park upgrade, Clayton South
2026–2027An $18.3 million sports precinct upgrade under the master plan endorsed in November 2025. It includes a new sports pavilion, upgraded multi-sports fields with lighting, a larger skate, scooter and BMX area (all due late 2026) and a new playspace (2027, possibly in two stages, subject to funding). The outdoor gym upgrade is complete.
Transparency and Integrity Hub
Stage 1 launched Sep 2026; stage 2 from Jan 2027One web page bringing together councillor expenses, gift registers, meeting attendance, budgets, public submissions, election information and advocacy activities. The council's 45-member Kingston Represent Community Panel will make recommendations for the next stage.

Recently delivered
Dingley Village Community Precinct, stage 2
Completed 2025–26A new early years and community facility beside the Dingley Village Library, with kindergarten and occasional childcare, maternal and child health services and meeting spaces. The 2026–27 budget reports the Dingley Village Neighbourhood House and Early Years Centre as complete.
