Please read these numbers in context. BOCSAR reports recorded incidents against a council's resident population and does not adjust for socio-economic factors, service-town effects (Inverell is a regional service centre for a wider district), or reporting patterns. Small-population rural LGAs also show more volatile rates, because a change of only a few incidents moves the per-100,000 figure sharply. These are recorded incidents, not convictions, and BOCSAR calculates rates only for these 'major offences', so high-volume justice offences (e.g. breach of bail or AVO) aren't rate-compared here.
