Horsham has 7 wards, each with one councillor, elected in October 2024 for the 2024–2028 term — the first term in which the council has had wards. All 7 seats are filled. Voters don't elect the Mayor directly: the councillors choose one of themselves, for a 12-month term, at a Statutory Meeting.

- Cr Brian Klowss (Wyn Wyn Ward)Appointed Mayor at the Statutory Meeting on 27 November 2025, for a 12-month term. He had been Acting Mayor since the council's meeting of 4 September 2025. Cr Ian Ross was Mayor for the year before, from 21 November 2024.

- Appointed by the state in 2024; final report released November 2025The Victorian Government announced in August 2024 that a municipal monitor, Steven Kingshott, would be appointed to the council from 2 September 2024 to 30 June 2025, citing governance concerns. On 12 November 2025 the council published a statement on the release of the monitor's final report, saying it accepts each of the recommendations.
