Hilltops Council has 11 councillors elected across the whole local government area (it has no wards). The Mayor is chosen by the councillors at the first meeting after the election — not directly by voters. All 11 councillors were elected as independents at the September 2024 election. All councillors were elected as independents at the September 2024 election (NSW Electoral Commission). Cr James Blackwell, a Wiradjuri man, is recorded as the first Indigenous person elected to Hilltops Council.
