Rates & fees

Rates pay for most council services. In Victoria, the state sets a yearly cap on how much a council can raise its average rates. For 2026–27 the cap is 2.75%, and Greater Shepparton's budget raises average general rates and the municipal charge by that much. The cap applies to the average across all properties, so your own bill can rise or fall by more. It moves with your property's value compared with others in the same rating category. Kerbside bin charges aren't capped; for 2026–27 each is slightly lower than last year.

2026–27 rate rise
Average rates +2.75% (the state cap)The budget's capped average rate is $2,605 per property, up from a base average of $2,536 (budget section 4.1.2(l)). The council says it hasn't applied for a variation to the cap for 2026–27.
How your rates are calculated
Capital Improved Value × rate in the dollar, plus the municipal charge2026–27 rates in the dollar: general land 0.00341446; farm land 0.00273157; commercial/industrial land 0.00717037; cultural and recreational land 0.00249256. The municipal charge is $195 per rateable property, unchanged; a single farm enterprise spread over several properties pays it once. Kerbside bin charges (2026–27)
General waste $96 (80 L), $150 (120 L) or $284 (240 L); recycling $69; organics $133; glass $27.50Charged per bin, per year. The charge applies to all urban residential properties where the service is available, whether or not it is used. GST is added for non-residential and non-farm properties. When it's due
4 instalments: 30 Sep, 30 Nov, 28 Feb and 31 MayOr 10 monthly direct debits (last Friday of each month, September to June), or weekly, fortnightly or monthly payments through the council's payment partner Payble. Interest on overdue rates
10% a yearThe council says late instalments are charged penalty interest at 10% per annum, as set by the State Government, from the due date until paid.
Pensioner concession
50% off council rates, up to $272.70 (2026–27)On your principal place of residence, for Pensioner Concession Card, Gold TPI or War Widow card holders; plus a $50 concession off the ESVF. Emergency Services and Volunteers Fund — a state levyThe council collects it for the Victorian Government and passes it on. It replaced the Fire Services Property Levy from 1 July 2025. It isn't council revenue and isn't covered by the rate cap.About the ESVF →
