The council's stated direction
Greater Shepparton's direction is set by its Community Vision and the Council Plan 2025–2029, adopted in September 2025 and shaped with a Community Panel. The Community Vision reads: 'A diverse, vibrant and connected community valuing accessible opportunities for everyone.' The council publishes an online dashboard tracking each Council Plan action.
The Council Plan has five strategic outcomes: Economy, Infrastructure, Liveability, Environment and Your Council (how the council works with and for the community). A progress report noted at the September 2026 council meeting said that of the Plan's 133 actions, 2 were completed, 118 were progressing and 13 were scheduled to begin in 2026–27.
The 2026–27 budget, adopted on 26 May 2026, forecasts an adjusted underlying surplus of $3.68 million and $55.2 million of capital works, with no new borrowings, and raises rates within the 2.75% cap. Named projects include signals at the Numurkah Road and Hawkins Street intersection, a streetscape renewal of Hare Street, a new indoor arena grandstand at Tatura Park, retaining walls and tiered seating at the Mooroopna Football Netball Club, and at least 600 new trees under the Urban Forest Strategy.

Kerbside hard waste collection
Service targeted for the 2027/28 financial yearThe council's first tender for a hard waste collection service was formally abandoned in May 2026 because the outcome didn't meet competitive tendering requirements. In June 2026 the council endorsed a new tender process in 2026/27, with the service to begin in 2027/28.

Numurkah Road and Hawkins Street intersection signals
Funded in the 2026–27 capital works programTraffic signals for the Numurkah Road and Hawkins Street intersection in Shepparton are one of the key road projects named in the 2026–27 budget, alongside works at the GV Highway intersections with Sanctuary Drive and the Uptown development.

GV Link Enterprise Park, Stage 1
Officially opened 28 August 2026A four-lot industrial subdivision on a 55-hectare site at 250 Toolamba Road, Mooroopna, with internal roads, drainage, utility connections and an upgraded roundabout at Toolamba Road and Simson Road. Funded with $9.6 million from the Australian Government and $14.4 million from the council. In August 2026 the council also endorsed a pathway for Stage 2.

Launched April 2026An online dashboard on the council's Council Plan page shows the status of each action in the 2025–2029 Council Plan. The first-year progress report was noted at the September 2026 council meeting.
