The council's stated direction

Goulburn Mulwaree's direction is set out in its Community Strategic Plan 2042 and a Delivery Program 2025–2029, with an annual Operational Plan and budget. Recurring themes are water security, infrastructure renewal, and economic development tied to the Hume Highway freight corridor.

The council manages local roads, water and sewer, waste, libraries, parks, recreation and planning across a large, mostly rural Southern Tablelands LGA anchored by the regional city of Goulburn. Its Delivery Program is the elected council's statement of commitment for its term, reported through the annual Operational Plan.

The council adopted its 2026–27 Operational Plan and budget on 16 June 2026, applying the 4.6% rate peg. Rates were also lifted through an IPART-approved special variation in 2024–25 (see the Rates & fees section).
