Rates & fees

Rates pay for most council services. In Victoria, the state sets a yearly cap on how much a council can raise its average rates. For 2026–27 the cap is 2.75%. A council can apply to the Essential Services Commission (ESC) for a higher cap. Glen Eira did, and on 18 May 2026 the ESC approved 5% for 2026–27. It is the only council with a higher cap this year. The council says the extra 2.25% applies for one year only. The cap applies to the average across all properties, so your own bill can rise or fall by more.

2026–27 rate rise
Average general rates: +5% (state cap 2.75% + 2.25% approved by the ESC)The ESC received the council's application for 5% on 17 March 2026 and approved 5% on 18 May 2026. The budget's rate-cap table gives a capped average rate of $1,714.08, up from a base of $1,632.45. Why the council applied
In its words: rising costs and ongoing financial pressureThe council says the increase will help maintain essential services and infrastructure such as libraries, parks and community facilities, and supports its Financial Sustainability Strategy (adopted December 2025). It expects about $3 million a year in extra rates revenue. How your rates are calculated
Net Annual Value × 2.827677%Glen Eira rates on Net Annual Value (NAV), a property's estimated yearly rental value, not on its capital value. The council's example: a NAV of $25,000 pays $706.90 in general rates, plus service charges. Municipal charge

Waste and recycling charge (2026–27)
$370 with a 120 L general waste bin; $740 with a 240 L binEach includes a recycling bin and a food and garden bin. Up about 7.25% on 2025–26 ($345 and $690). Extras: an additional recycling bin $80, an additional green bin $48; a $98 litter management charge applies to homes with private bin services. Interest on overdue rates
