The council's stated direction
Glen Eira's direction is set by the Glen Eira 2040 Community Vision and the Council Plan 2025–2029, which the council adopted on 28 October 2025. Each year it is carried out through a Council Plan Action Plan and the annual budget. The 2026–27 budget was adopted on 30 June 2026 and is published alongside the Council Plan Action Plan 2026–2027.
The Council Plan has four strategic directions. 'Community safety, cohesion, health and wellbeing': a safe, connected and healthy community. 'Diverse, welcoming and accessible places': accessible, inclusive and vibrant neighbourhoods. 'Environmental stewardship': practical action to protect and enhance the natural environment. 'Innovative and financially sustainable': managing resources responsibly and staying financially resilient. The council's Financial Sustainability Strategy 2025–2029, adopted in December 2025, sits alongside the plan; the one-year higher rate cap and a new Strategic Asset Reserve are actions under it.
The 2026–27 budget plans a $36.45 million capital works program that the council describes as renewal-first, plus $14.75 million to settle the purchase of the former Elsternwick Bowls Club site for open space. Named amounts include $17.39 million for asset renewal, $6.19 million for climate and sustainability (including $5.9 million to take GESAC off gas), $4.56 million for pavilions at Mackie Road Reserve, Bailey Reserve and Glen Huntly, $2.22 million for road and pedestrian safety works and $2.20 million for activity centres.
Underway now
GESAC to become an all-electric facility
Construction early 2027 to late 2027Converting the Glen Eira Sports and Aquatic Centre in Bentleigh East from gas to electricity. The council gives the budget as $6.5 million, including up to a $2.5 million Australian Government grant. It estimates the change will cut emissions by about 1,810 tonnes a year, and says pool hours may change during construction.

Centre Road, Bentleigh streetscape upgrade (stage 1)
Late July to October 2026New garden beds and landscaping, upgraded seating areas and pavements at street corners, and replacement of some declining street trees, under the council's Better Streets, Better Places program. Expect traffic management and reduced parking at times.

Former East Boundary Road Traffic School becomes public open space
Consultation on two draft designs closed 27 Sep 2026The council is turning the former traffic school site in Bentleigh East into a public open space with cycling features for young children, seating, shade and drinking fountains, keeping significant mature trees. It is supported by the Victorian Government's Pick My Park program.

Packer Park cycling pavilion, Carnegie
Opened 19 June 2026A new pavilion beside the resurfaced velodrome, with a clubroom, storage, bike wash, kiosk and accessible toilets for the Carnegie Caulfield Cycling Club and the wider community. Funded with support from the Australian Government's Investing in Our Communities Program.
