Rates & fees

Rates pay for most council services. In Victoria, the state sets a yearly cap on how much a council can raise its average general rates and municipal charge. For 2026–27 the cap is 2.75%, and East Gippsland's adopted budget raises them by 2.5% on average. The cap applies to the average across all properties, so your own bill can rise or fall by more, depending on your property's valuation. Waste charges aren't capped; the kerbside charges rose by about 8% for 2026–27.

Municipal charge (2026–27)
$263.40 per propertyUp from $257.00. Farm properties that form part of a single farm enterprise pay it once: 966 of 2,595 farm assessments are exempt.
Waste charges (2026–27)
3-bin service $512 · 2-bin service $448 · rural waste collection $287The 3-bin service is general waste, recycling and garden organics; the 2-bin service is general waste and recycling. Extra bins: general waste $256, recycling or garden organics $192. A waste levy of $57.60 is charged on every property that pays the municipal charge. Waste charges aren't covered by the rate cap.
When it's due
4 instalments (30 Sep 2026, 30 Nov 2026, 28 Feb 2027, 31 May 2027), or in full by 15 Feb 2027If the first instalment isn't paid by 30 September, the council treats payments as part-payments and the balance is due by 15 February. Interest on overdue rates
10% a yearIn the council's words: 'The penalty interest rate, set by the Minister for Local Government, is 10%.' Ratepayers on a payment plan aren't charged interest.
Pensioner concession
Council rebate $67.11, plus the Victorian Government concession of up to $272.70For your principal place of residence (including farms), if you hold a Pensioner Concession Card or a DVA Gold Card (War Widow or TPI).
