The council's stated direction
The council's direction is set by its Council Plan 2025–2029, adopted at a Special Meeting on 30 June 2025 together with the updated Community Vision 2040, a Financial Plan 2025–2035, a Revenue and Rating Plan 2025–2029, an Asset Plan 2025–2035 and a Road Management Plan 2025–2029. The Plan's vision is 'A connected, thriving, and sustainable community'; the annual Budget sets the specific initiatives for each year.
The Council Plan 2025–2029 has five themes. The council says it received more than 3,000 comments while preparing it, and that residents named aged care, housing, childcare, climate action and economic development as their priorities.
The 2026–27 Budget, adopted on 30 June 2026, raises the average general rate and the municipal charge by the 2.75% state cap and funds a $19.05 million capital works program: $9.95 million for road renewal and upgrades (including rehabilitation of Cross Forest Road and Fords Road), $3.9 million for plant and fleet, $2.0 million for the Naroghid landfill, and $1.2 million for buildings and facilities including early-years facilities and ageing pools. It also funds $2.2 million of operating projects — among them the Urban Street Tree Asset Management program and Terang Stadium upgrade works — and more than $320,000 in grants and events. The council says there is no new borrowing and forecasts an operating deficit of $2.04 million.

Port Campbell Parking Review
Draft out for community feedback from August 2026A draft review, informed by parking and traffic surveys in December 2025 and January 2026 and a community survey in March 2026, recommends daytime 2-hour limits in Lord Street between Cairns Street and Morris Street, seasonal daytime 4-hour spaces along Cairns Street and part of Lord Street, wider foreshore parking spaces and bus drop-off spaces. The council says paid parking is not proposed.

Planning Scheme Amendment C68 — Timboon Precinct Plan
Submissions closed 14 September 2026Puts the Timboon Precinct Plan (2024) into the planning scheme: updated planning directions and a new local policy and framework plan for Timboon, and rezoning of 30 Bailey Street from Public Park and Recreation Zone to Public Use Zone 6.

Procurement and Contract Management Policy review
Consultation closes 30 September 2026The council is reviewing the policy that sets how it buys goods and services and manages contracts, and invited community submissions; it held two online information sessions on 23 September 2026.

Timboon Sporting Centre feasibility study
Started November 2025The council is gathering local data and community feedback to analyse options for redeveloping the Timboon Sporting Centre, including which facilities it should have.

Naroghid landfill investment
2026–27 Budget$2.0 million in the 2026–27 capital works program for the Corangamite Regional Landfill at Naroghid, which the council says is to manage increasing waste volumes and the long-term sustainability of its waste operations.
