The council's stated direction
The City of Coffs Harbour's direction is set out in its community strategic plan ('MyCoffs') and a Delivery Program 2025–2029 with an annual Operational Plan and budget, with a period of major change ahead as the Coffs Harbour bypass and jetty foreshore precinct reshape the city.
The council manages local roads, waste, water and sewer, libraries, parks, beaches and planning across a large coastal LGA that is the Mid North Coast's main regional service centre. Its Delivery Program is the elected council's statement of commitment for its term, sitting under the longer-term MyCoffs Community Strategic Plan.
The Delivery Program and Operational Plan set the council's annual budget and capital works program; the council runs water and sewer utilities alongside general-fund services, and its 2025–26 rates were struck within IPART's 4.6% rate peg.
Underway now
Coffs Harbour bypass
On track to open to traffic end of 2026A 14 km bypass between the Englands Road and Korora interchanges, taking the Pacific Highway around the city. It is an Australian and NSW Government project delivered by Transport for NSW (not a council project), but it is set to reshape traffic and the Coffs Harbour CBD when it opens.
Yarrila Place cultural and civic space
Opened 2024The council's $82 million cultural and civic building in the CBD, combining the Yarrila Arts and Museum, a library and gallery with council administrative and customer-service functions. 'Yarrila' means 'illuminate' in Gumbaynggirr.

Coffs Harbour Jetty Foreshore Precinct revitalisation
Planning proposal on public exhibition May–Jun 2025; under assessmentA revitalisation of the waterfront jetty foreshore precinct, led by Property and Development NSW (PDNSW) on behalf of the NSW Government, proposing housing, tourist accommodation, green space, boardwalks and hospitality. A planning proposal for the precinct went on public exhibition in mid-2025 and is being assessed.
