Carrathool Shire is one of the minority of NSW councils still divided into wards: Ward A and Ward B each elect five councillors by proportional representation, for a governing body of ten. The councillors elect the Mayor and Deputy Mayor from among themselves — Carrathool does not have a popularly elected mayor. Council has an elected governing body: the NSW Electoral Commission declared all ten councillors elected on 1 October 2024, and the Office of Local Government's inquiries and investigations page lists no intervention, administrator or public inquiry for Carrathool. Council publishes a direct mobile or landline number and an email address for every councillor, which is unusual and worth knowing if you want to raise something locally.

Council delegate to the Riverina and Murray Joint Organisation (RAMJO), the Western Division Group of Councils and the Country Mayors Association.

Council meetings
Third Tuesday of each month, 10.00amMeetings alternate between the Goolgowi Council Chambers and the Hillston District Office. The June meeting is held on the fourth Tuesday to allow for advertising of, and submissions on, the annual budget. Requests to bring a matter before Council go in writing to the General Manager by the first Wednesday of the month.

Party labels are those each councillor was elected under at the September 2024 election (NSW Electoral Commission) — the NSWEC results show an Independent (IND) label for Heather Lyall and Geoffrey Peters in Ward A and Anne-Maree Young in Ward B, and no party code at all against the other seven, so their affiliation is left blank here rather than guessed. Casual vacancies can change the makeup, so the council's official page has the most current list.
