Rates & fees

Rates pay for most council services. In Victoria, the state sets a yearly cap on how much a council can raise its average rates. For 2026–27 the cap is 2.75%, and Campaspe's budget raises the average general rate and the municipal charge by that much. The cap applies to the average across all properties, so your own bill can rise or fall by more. It moves with how your property's value changed compared with others in the shire. Waste charges aren't capped; the council says they rose by 9.6% for 2026–27.

Rates at a glance

2026–27 rate rise
Average rates +2.75% (the state cap)The budget's capped average rate is $2,161.69 per property, up from a base average of $2,103.83 (budget section 4.1.1(l)). Each rate in the dollar is 1.22% lower than in 2025–26; all properties were revalued as at 1 January 2026.
How your rates are calculated
Capital Improved Value × rate in the dollar, plus the municipal charge2026–27 rates in the dollar: general 0.0029190; farm 0.0023352; commercial and industrial 0.0033861; cultural and recreational 0.0014595. The municipal charge is $282.55 per rateable property (up from $275); a single farm enterprise can apply to pay it once. Waste Facilities Levy
$103 per rateable property (2026–27)Introduced in 2025–26 (then $94). The council says it funds the eight resource recovery centres and the rehabilitation of 12 closed landfills.Understanding your rates →
Kerbside bin charges (2026–27)
Red bin in a town with a green bin: $119 (80 L), $242 (140 L), $502 (240 L); recycling $68; green bin $59Where no green bin is provided, town red-bin charges are $204, $359 and $641; rural red-bin charges are $147, $272 and $532. A 240-litre red bin for a medical condition is charged at the 140-litre rate. Charged per bin, per year. Waste charges aren't covered by the rate cap.Bin services and charges →

Interest on overdue rates
Penalty interest rate — currently 10% a year (Penalty Interest Rates Act 1983); check your noticeThe council says interest is charged on overdue payments from the due date until paid, at a rate set by the State Government.
Pensioner concession

Also on your notice: ESVF
Emergency Services and Volunteers Fund — a state levyThe council collects it for the Victorian Government and keeps none of it. It replaced the Fire Services Property Levy from 1 July 2025 and isn't covered by the rate cap. The council says it has opposed the ESVF, along with many other Victorian councils, because it considers the levy places a disproportionate burden on rural and regional areas.About the ESVF →
