The council's stated direction

Broken Hill's direction is set out in its Community Strategic Plan (the council's highest-level, 10-year plan) and a Delivery Program with an annual Operational Plan and budget. The council has been consulting the community to shape its next Community Strategic Plan.

As an undivided Far West regional city — effectively the single city of Broken Hill — the council manages local roads, waste, the library and art gallery, parks, tourism and the civic airport across a remote outback LGA. Its Delivery Program is the elected council's statement of commitment for its term. (Water and sewer are supplied separately by Essential Water.)

The Delivery Program and annual Operational Plan set the council's budget, capital works and Schedule of Fees and Charges each year; these are placed on public exhibition before adoption.
