The council's stated direction
Boroondara's direction is set by the Boroondara Community Plan 2025–2035, adopted by the council on 27 October 2025. It combines the 10-year Community Vision, the Council Plan 2025–2029 and the Municipal Public Health and Wellbeing Plan. The council says it was shaped by more than 5,600 community contributions. Each year the plan is carried out through the annual budget.
The vision is 'a healthy, connected and sustainable community'. The plan has four themes, each with a Woi-wurrung name: our community, our places, our environment and our council.
The 2026–27 budget plans $308.01 million in operating revenue, $290.73 million in operating spending and a $101.29 million capital works program. It includes $26.26 million for parks, gardens, biodiversity and street trees, $14.07 million for road renewal, $7.15 million for drainage renewal, $3 million towards the Greenways Plan for shared paths and $2.1 million for the Tree Canopy Strategy.
Underway now
Kew Recreation Centre redevelopment
Construction to May 2027; expected to reopen July 2027Rebuilding the 1989 leisure and aquatic centre with pools, a warm water pool and spa, sports courts and gym areas. The council gives the current project budget as $78.7 million. It says the timeline was extended after the council decided in June 2025 to use all-electric heating instead of gas boilers. In September 2026 all structural steel was installed and the tower crane removed.

Kew Library upgrade
Closed from March 2026; expected to reopen early 2027A new roof and sewer, electric heating and cooling, new shelving, lighting and carpet. A temporary library is open at Kew Court House. The state's Living Libraries Infrastructure Program granted $550,000; the 2026–27 budget page lists $4.3 million for the project.
Glass recycling without a fourth bin
Council decision 15 Dec 2025The councillors decided not to commit to a standalone kerbside glass bin. The council says it will instead add Container Deposit Scheme collection points and reverse vending machines, trial CDS baskets on public bins, and ask the state to pause its mandated rollout and add wine bottles to the scheme.

Planned / committed
Michael Tuck Stand and Glenferrie Oval
Construction expected to start late 2026Refurbishing the heritage grandstand at Glenferrie Oval, Hawthorn, with new changerooms, community rooms and spectator seating. The council gives a project budget of $31 million; early internal works are complete.
