Berrigan Shire is an undivided (at-large) council: as the council's own page puts it, there are no wards or ridings, and its eight councillors are elected across the whole local government area by proportional representation to represent all ratepayers and residents. The councillors elect the Mayor and Deputy Mayor from among themselves (Berrigan does not have a popularly elected mayor); the Mayoral term is two years. The 2024 ordinary election here was uncontested — only seven nominations were received for eight seats — so a by-election was held on 23 November 2024 to fill the eighth. Party labels are those each councillor was elected under at the September 2024 election (NSW Electoral Commission) — the NSWEC's declaration for Berrigan shows an Independent (IND) group code for Katie Ngatokoa, Renee Paine and John Stringer only; Renee Brooker, Julia Cornwell McKean, Matthew Hannan and Catherine Healy were declared with no group code, so their affiliation is left blank here rather than guessed. Sharon Dennis was elected at the 23 November 2024 by-election and declared on 10 December 2024; we could not retrieve a published group code for that by-election, so hers is also left blank. Casual vacancies can change the makeup, so the council's official page has the most current list.
