The council's stated direction

Bayside's long-term direction is set out in the Bayside 2035 Community Strategic Plan (adopted 2025, reviewed from the original 2018 plan), translated into a Delivery Program 2025–2029 and annual Operational Plan & Budget — the 2026/27 draft was on public exhibition in May 2026.

The plan is organised around four themes: a vibrant and liveable place; a connected community that feels it belongs; a green, resilient and sustainable Bayside; and a financially sustainable council supporting a dynamic local economy. It also explicitly accounts for the LGA's position alongside Sydney Airport and Port Botany, including Sydney Airport's Master Plan 2045.

The council's Delivery Program 2025–2029 and annual Operational Plan & Budget set the capital works and service program funded by rates; the 2026/27 draft budget and fees were on public exhibition from 7 to 20 May 2026.
